We attended "Saitama City Stop Bullying! Children's Summit".
2026年7月29日(水)に、さいたま市立大宮国際中等教育学校で行われた「さいたま市ストップいじめ!子どもサミット」に参加しました。
本校からは、管理職、生徒会担当教諭、生徒会役員生徒が参加をしました。参加生徒によるレポートをHP記事として紹介します。

【私の考え】
私はこのさいたま市ストップいじめ!子どもサミットを通して、今一度「加害者救済」の考えの大切さを知ることができました。まず誤解しないでいただきたいのは、これは決していじめをいじめの加害者を容認すると言うわけではありません。加害者救済はいじめへの対症療法ではなく、原因療法であり、予防策なのです。
まず始めに、私はいじめには2二つの種類があると思います。それは異物を排除するいじめと、異物を作り出すいじめです。そして、後者の例は絶対に起こしてはならないいじめでもあります。人間が社会的動物である以上、前者の対策をすることは非常に困難です。実際、社会的動物と呼ばれているほとんどの動物においていじめと呼ばれる行動が確認されてしまっています。しかし、後者はいくらでも改善することができます。その最たる例が加害者救済なのです。
そして、近年加害者だからといって何をしても良いというような風潮が出てきていると思います。実際、加害者が被害者になってしまう事例も数多く存在します。ある調査ではいじめ全体の13.7%は加害者が被害者になってしまう事例も存在しているらしいです。そのため、いじめを発生させないことというものは、加害者にもきちんとしたアフターケアがあるかということでもあります。
次に、「なぜいじめが発生しているのか」という点に目を向けてみましょう。皆さんはいじめの対策というと何が思い浮かびますか?そのように言われるとスローガンを作る、声掛けをするという形骸化されたものしか思い浮かばないのではありませんか?実際、いじめが起きてしまった学校では、加害者に対してなぜいじめをしたのだという風に問い詰めることはあっても、なぜムシャクシャしてしまったのか、何が気に食わなかったのかという、「なぜ加害者が加害者になってしまったのか」という視点での対策が抜けているように感じます。加害者には加害者になってしまう理由があります。その原因を解決しない限りいじめは無くなりません。文部科学省の調査によると、一度先生からの指導を受けたいじめの再発生率というものは、約25%近くにのぼります。これは、表面上の原因にしか対処せず、加害者が加害者になってしまった原因を解決できていないことが1番の原因です。
加害者の置かれている環境について分析してみると、家庭環境では、「厳しすぎるしつけ」「褒められない」「家庭内の不和やストレス」「ネグレクト(愛情不足)」「親の言動」など子供ではどうしようもできない環境に置かれていることが多いです。また、その他の場所においても、「自分も弱者側」「先生との相性が悪い」「承認欲求の暴走」「同調圧力」「ストレス過多」など環境的な条件というものはたくさんあります。だからこそ、いじめの対策としてすべきなのは、加害者への徹底的なヒアリングをして、加害者をその環境から救い出してあげる。このことが大切になるということがわかります。そして、それこそが加害者救済なのです。
最後に、その対策というものはどのようなものがあるだろうと思うと思います。僕はそれに二つの立場から答えさせていただきます。まず1つ目は生徒、子供たち側の立場です。いじめが起きてしまった時に一番話しやすく、親身になって寄り添えるのは、大人達ではなく同級生です。生徒たちは保護者よりもその場の雰囲気や居心地の悪さを知っているはずです。つまり真の意味で、被害者にも加害者にも寄り添えるうことができます。だからこそ、積極的に話を聴いてあげてください。そしてそのような場合、自分たちだけでは大変な場合がほとんどです。だからこそ、きちんと大人を頼ることが大切です。二つ目は大人たちの立場です。被害者だろうと加害者だろうとどちらの話も聞いてあげてください。特に加害者の人の話を頭ごなしに否定しないであげてください。その話の中には大人が解決しなければならない環境的な問題の話がたくさんあると思います。大人の中で、積極的に子供に関われ、干渉できるのは先生と保護者の方だけです。だからこそ、「なぜいじめが起きてしまったのか」「その環境的要因はなんだったのか」ということを徹底的に追求して、解消していってあげてください。
以上の二つの立場からいじめ、加害者救済について考えることが、今後のいじめの対策として、予防策として大切になると私は考えます。
【感想】
今回のさいたま市ストップいじめ!こどもサミットを通して、僕は地域の方、保護者の方、教職員の方々といった人々との「よく聴くコミュニケーション」を取ることの大切さを改めて知ることができました。なぜならそれは、社会全体としていじめ防止へ取り組むことができるということになるからです。いじめ問題において、子供たちができることには限界があります。だからこそ、大人の方々がどのようにいじめのない環境を作れるか、子供は大人の方々に何を伝えられるかということが、お互いにやらなければならないことで、そのためには「よく聴くコミュニケーションで地域の人と繋がる」ことが大切だと気付くことができました。なぜなら、耳で相手の言葉を聞き、目で相手と向かい合い、心で相手を尊重する。この三つはどんな年代の方とのコミュニケーションでも共通することだと、今回の話し合いで気付くことができたからです。そして、それは僕が高校生という「大人」と「子供」の間の立場だったこと。さらに、このサミットが普段の学校での話し合いと違い、大人も混ざって話し合いをするという形式だったからこそ気付くことが出来たのだと感じました。だからこそ、これからも積極的に地域社会の交流をテーマに様々な活動に取り組んでいき、高校生、「大人」と「子供」の狭間というたった3年しかない期間を全力で活用していきたいです。

[My Thoughts]
Through this Saitama City “Stop Bullying!” Children’s Summit, I was able to reaffirm the importance of the concept of “helping bullies.” First, I want to make it clear that this does not mean we condone bullying or the bullies themselves. Helping bullies is not a symptomatic treatment for bullying; rather, it is a treatment that addresses the root causes and serves as a preventive measure.
To begin with, I believe there are two types of bullying: bullying that excludes outsiders and bullying that creates outsiders. The latter is the type of bullying that must absolutely never be allowed to occur. As long as humans are social animals, it is extremely difficult to address the former. In fact, behavior classified as bullying has been observed in most animals considered social creatures. However, the latter can be improved in countless ways. The prime example of this is “remedies for bullies.”
Furthermore, I believe a trend has emerged in recent years suggesting that just because someone is a bully, they can do whatever they want. In fact, there are numerous cases where the bully ends up becoming the victim. According to one survey, it appears that in 13.7% of all bullying cases, the bully eventually becomes the victim. Therefore, preventing bullying also depends on whether there is proper aftercare in place for the bullies themselves.
Next, let’s turn our attention to the question, “Why does bullying occur?” When you think of measures to combat bullying, what comes to mind? When asked that, don’t you find that the only things that come to mind are superficial measures like creating slogans or offering words of encouragement? In reality, at schools where bullying has occurred, while bullies may be confronted with questions like “Why did you bully someone?”, measures that address the perspective of “why the bully became a bully”—such as asking why they felt frustrated or what bothered them—seem to be missing. Bullies have reasons for becoming bullies. Unless those underlying causes are resolved, bullying will not disappear. According to a survey by the Ministry of Education, Culture, Sports, Science and Technology, the recurrence rate of bullying after a teacher has intervened is nearly 25%. The primary reason for this is that schools only address the superficial causes and fail to resolve the underlying reasons why the perpetrator became a perpetrator in the first place.
When analyzing the environment in which bullies find themselves, in the home setting, they are often placed in situations beyond their control, such as “overly strict discipline,” “a lack of praise,” “domestic discord or stress,” “neglect (lack of affection),” and “parental words and actions.” Furthermore, in other settings, there are many environmental factors beyond their control, such as “feeling like a victim themselves,” “a poor rapport with teachers,” “an unchecked desire for approval,” “peer pressure to conform,” and “excessive stress”—there are many environmental factors at play. That is precisely why the most effective anti-bullying measure is to conduct thorough interviews with the perpetrators and rescue them from those environments. It becomes clear that this is what matters most. And that, in essence, is what it means to help the perpetrators.
Finally, I imagine you’re wondering what kinds of measures might be effective. I’d like to address this from two perspectives. First is the perspective of the students—the children themselves. When bullying occurs, it’s not adults but their classmates who are the easiest to talk to and who can truly empathize with them. Students are likely more aware of the atmosphere and sense of unease in the situation than their parents are. In other words, they can truly empathize with both the victim and the perpetrator. That is why it’s important to actively listen to them. And in such cases, it’s almost always too much for them to handle on their own. That’s why it’s crucial to rely on adults for help. The second perspective is that of the adults. Please listen to both sides of the story, whether it’s the victim or the perpetrator. In particular, please do not dismiss the perpetrator’s account out of hand. I believe their account likely contains many environmental issues that adults must resolve. Among adults, the only ones who can actively engage with and intervene in children’s lives are teachers and parents. That is why you must thoroughly investigate “why the bullying occurred” and “what the environmental factors were,” and work to resolve them.
I believe that considering bullying and the rehabilitation of perpetrators from these two perspectives is crucial for future bullying countermeasures and prevention strategies.
[Reflections]
Through this Saitama City “Stop Bullying! Children’s Summit,” I was able to reaffirm the importance of “communication based on active listening” with local residents, parents, and school staff. This is because it enables society as a whole to work together to prevent bullying. When it comes to bullying, there are limits to what children can do on their own. That is precisely why both adults—figuring out how to create a bullying-free environment—and children—figuring out what they can convey to adults—must work together. I realized that “connecting with community members through attentive listening” is essential for this. This is because, as I discovered during our discussions, listening with your ears, looking the other person in the eye, and respecting them with your heart are three principles that apply to communication with people of any age. I also realized that this insight came from my position as a high school student—someone straddling the line between “adults” and “children.” Furthermore, I felt that I was able to gain this understanding precisely because this summit, unlike the discussions I usually have at school, was structured so that adults were also actively participating in the conversation. That is why I intend to continue actively engaging in various activities centered on community interaction and make the most of these three years—the brief period I spend as a high school student, caught between “adults” and “children.”
